Payroll Control Framework

A closer look at your payroll.

Together with your PHOCUS consultant you map out how your payroll administration is doing. Not a grade, but an honest picture and a route map: where things are going well, where the risks lie and which steps make the difference.

What do we assess?

The Payroll Control Framework looks at the whole chain, from policy to post-payroll checks. For each control point you choose the situation closest to your own practice.

  • 1. Policy & Governance3 points
  • 2. Input Controls3 points
  • 3. Processing Controls3 points
  • 4. Output & Payments3 points
  • 5. Post-Payroll Checks & Compliance4 points
  • 6. Monitoring & Audit3 points
  • 7. Security & GDPR3 points
  • 8. Continuous Improvement3 points

How do we score it?

Every control point is given a level from 1 to 5. That shows you not only what could be better, but also how far you have already come.

  1. 1Ad hocNo set way of working; dependent on individuals.
  2. 2ReactiveInformal arrangements, not embedded or easy to find.
  3. 3DefinedDocumented, but not tested systematically.
  4. 4ManagedEmbedded, measured and reviewed periodically.
  5. 5OptimisedContinuously improved and integrated.

And then?

Afterwards you receive a seven-page assessment report: a summary for senior management, your score per control area, the main risks, and concrete recommendations for the next 30 days, this quarter and this year.
